Using a piezo to ignite the arc is a good idea, but remember air movement will blow it out.
You could possibly wind the coil yourself, but you'll need something like 20,000 turns of 38awg wire, and that's not going to be fun or cheap to do. You're best buying a small transformer ready made.
If you can find an old camcorder, they have tiny FBTs in them to power the tiny crts.

There are joke devices out there- one looks like a chewing gum pack, another like a cigarette lighter. They run on a aaa cell and have a coil buzzer that zaps you when you try and pull a stick of gum out or flick the lighter. About $1.00 each. Good supply for fine wire.
Anyone have any plans or something for a voltage multiplier like the one at amazing1? I thought you needed AC input for that, meaning I cant use a battery.

IMO, the "component" provision is geared towards actual prohib weapon components; for example, disassembling a a butterfly knife in an attempt to make it "legal"...

I don't know, a fully charged 10,000uF 450V cap could be considered a weapon if you attack someone with it. As Einstein once said, everything is relative.
