It depends on how you drive it. The one transistor driver probably won't kill you, but something like a ZVS will.

or if you dont want to build anything, use the board from the CRT just take out the tube and turn on the tv and have a large metal object and connect a wire to it and make sparks to the suckion cup wire but if you spark to any metal on the board it will turn off and you will have to unplug it ( you will trip the xray protection curcuit)
have fun with floresnt light and such.

All you need is a CFL bulb for that one though, no discrete parts.

Also a screwdriver is fine for discharging the CRT. I usually just neck them though. (Break the back off the tube with a long stick). It both discharges and removes the vacuum in one swoop. That takes the danger out of disposing them.

OK, OK.

If I took the flyback out, without anything attached to it (except wires)

That could produce a spark but I'd have to pules it.
