Since you're registered to post on reddit, would you mind passing along some comments to the Tuscon guy about his PCB oil question? Or correcting my comments if they are wrong?
1. How about putting a lamp wick in a small sample, for a controlled test of flammability? The whole point of PCB's is that thousands of burn deaths and injuries were avoided.
2. Chemical test kits are not very expensive. Clor-n-oil brand comes to mind: From the instructions, it looks like one of the reagents contains mercury!
50 ppm of PCB (or Cl ?) is the threshold below which a mixture can be labeled Non-PCB. It would be too expensive to flush oil-handling equipment and old transformers to a lower level.
3. Someone skilled in chemistry might be able to define a much simpler test, for detecting or ruling out larger concentrations of PCB.
