Well... at least locally. I would think a counterpoise would work well with a marx generator, in fact probably better than running a long wire to some ground point (hopefully not your mains ground!!!). The reason is that (as far as i understand), when a marx fires, it relies on the stray capacitance to its surroundings, or mainly, the ground its stitting on. Similar to a tesla coil in that respect i suppose.
