I have a teory, the URLs are coming partly as a parameter from the HTML code and partly from a text file. The bits from the HTML must be encoded already if they have spaces. So that would mean encoding it twice and that probably generates an invalid URL. My method would be immune against that since it only replaces spaces.
$filename = $HTTP_GET_VARS['file'];
$servers = file($filename . '.txt');
$server = some line from $servers...
$URL = $server . $filename . ".avi";
$URL = str_replace(" ", "%20", $URL);
$handle = fopen($URL,"rb");
