Hi
A four-pronged pin wheel is connected to a kV source:
Charge is transferred to the pin wheel and is sprayed into the air and produce clouds of ions. As charges of the same sign repell each other the clouds of ions in the air repell each pronge. The wheel starts to rotate. The rotational speed increases with the applied voltage.

Very well done. These work on the principle on electrohydrodynamic propulsion(EHD). We may be getting close to having such craft fly independently without attached wires:
