Any ideas on a circuit which can convert a 0 to 10V signal (DC) to a resulting 10V to 0V signal. Also, the circuit should use a single supply rail only.

Analog subtractor circuit looks like what you need. I think it can be done relatively simply with opamps wired as difference amplifiers. You need to subtract input voltage from 10V, and result is output.
Set V2 to 10V (Vcc).
(I don't know if you deserve 'google pounce' now, I won't bother you with that. I could easily be missing something too..).
