Im thinking of setting up a full on chemistry lab at home with distillation apparatus and all the rest of that glassware
what i want to know is, is it realy that common for people to be arrested for owning a chemistry lab and chemicals that could be used to make X Y and Z explosives/ drugs? (ive read all those terrifying storys on the net about people being arrested for owning say Potassium Nitrate)

You only need a license in UK if you intend to distill ethanol due to HM Customs & Excise. I've never heard of a license requirement for hobby chemistry use.
EDIT: ok, just 'phoned the police station and after about 15 min. they 'phoned back with this answer;
there is no specific law prohibiting home chemistry distillation equipment BUT there is also no specific allowance either ... a legal grey area.
