The Best Resonant Frequency?

Isn't it something like the lower the frequency, the higher the voltage but it takes more voltage to cause the air to break down, and the higher the frequency, the lower the voltage but easier it breaks down air?

For example, i made a base fed vttc. It ran at 5MHz/10MHz depending on which resonator i used. The voltage output is low, as evidenced by the fact that when running with 4 inches of breakout, i would have to bring a grounded wire very close, no more than .5 inches, to get it to arc to ground. But, the amount of breakout made it seem like it was producing a large voltage.

Another example is ignition coils. I have a pair of ignition coils in anti-series, which are run at 120Hz. Even though the voltage output could be as much as 60-80kv, it never breaks out, as it is 120hz. But, a small spark gap Tesla coil may output 80kv, but break out many inches.

And another example, i have driven an LOPT at around 100KHz. The output was likely around the rated 30kv, and it was AC due to me purposely killing the internal diodes. The HV output had breakout, no matter the distance between the HV output and 'ground'. Kolas has tortured LOPTs before and achieved breakout as well.

If this theory has any truth to it, what would be the cause? Capacitive coupling to earth, the dielectric of air... both?
