Porcake - absolutely connect the secondary and strike rail direct to HF...I was referring to the folks who use a separate 'strike target' out to the side of the toroid to get max length of streamers. I was wondering if it does best if that target is connected to the same RF ground or a secondary ground (say, a pole in your basement). In my experiences so far, I get better results if the external target is not connected to the same RF ground.
nyditch - blind leading the blind here, but I can tell you I found that if the RF ground was weak (small counterpoise, for example), I had a terrible time with racing arcs and short streamers. I have also read somewhere (can't swear to the accuracy) that if you use a grounded base it should be as far away from your primary as it is wide for good measure (14" primary would mean the base needs to be 14" at least below it)
I have re-worked some things, including connecting my RF ground to the 3rd prong ground on my NST input, dropping back to a dual segment copper spark gap, and adjusting my coupling and I am now getting 18" strikes to target
