ok RadioTech once again you are right, the e-field was dividing un-evenly, so kirchoff's series current law didnt work right, also the twin tee fliter seem to give more stable measurements, i made an all new resistor and measured the current at each of 18 nodes, the curretn drop was un even, as you sugested.

now i have ahigh reliability resistor but its a pain to do all the measurement + calculating, but i get 6991Vac with 3 sigfigs that means 6.99kV with an uncertainty of 2% (so a span of +1% to -1%) i can live with this.

also i will get a nice Ruthenium Oxide HV resistor from caddock or other supplier.
