The moving wires are a mechanical resonator, I think mostly driven by heated air effects.
The direct magnetic effect (Lorentz force) would push the arms apart, because the current is flowing in opposite directions. But I bet that at 30 mA, the effect is virtually negligible.
The Jacob's Ladder arc rises 'cause it's buoyant, not 'cause of the railgun-like force trying to expand the loop area. If you make a JL inside a clear plastic pipe (dare I say "bong-size tube"), you can drive the arc back down by blowing gently at the top of the tube. And experience a cool change in the sound.
To isolate the magnetic effect, eliminate the arc by joining JL arms at the top with a very flexible stranded wire. Then you get maximum current, in the full length of each arm. See if there's any perceptible motion when NST is energized. If that fails, try running a few amperes from a lower voltage source -- the repulsion is proportional to square of current.

Perhaps we could do an experiment: Feed the bottom of one rod and the top of the other rod. And then move the top rod feed to the center of that rod. You might also try teasing the arc with a magnetron magnet--dont hold it in your hand though.
(ps The spark gear in Mel Brookes "Young Frankenstein" was the same as was used in the original Frankenstein movie with Boris Karlov)

Yes, that is a shaft from an ink pen...I figured it was about the right length, and non-conductive (and there's very little heat that hits the top, it goes by so quick). Plus, the wires fit nicely into the holes...

I ran a ladder off of a MOT. Got tired of the bronze rods wiggling around and started looking or something to stabilize them. I ended up dissecting a pen... What can I say... "Great minds think alike!"
