The device can be tested with a megger. Ac tests are uselass since it looks like a capacitor. If it is good it wont read anything on an ohmeter. Here are some selenium rectifiers, the big one is from a TV set (They used to have 2 in the days before germanium power diodes came out and they stank like rotton eggs when they blew. TV repairmen carried a stock in their caddies on home calls.

The little one is from a 3-way radio, (AC-DC-Battery) in the days of 1.4 volt tubes.
