I got it at a recycled materials depot. It was in a pile with another older GE HV 15kv cap (glass insulators), a 6kv transformer that looked like it belonged on a utility pole and what looked like a rudimentary rotary spark gap made of wood. Good point with the DC rating, I managed to overlook that. In that case, how would I determine the polarity?

The requirement for polarity markings on capacitors is needed when the capacitor is polarized electrolytic or when there is only one bushing (case ground) and the DC system has a grounded polarity.
The general rule with electrical equipment marking for stand-alone components (as opposed to parts approved to be used as components in stand alone sytstems) includes the following: whether for ac dc or both,voltage, frequency, other markings necessary to ensure safe and proper operation. Those are 4 of 13 on the list.
A test of the DC insulation resistance could reveal if has developed a polarity over its lifetime operating on DC. While DC hipot tests can be done, if you have a pressing need to do so. Sometimes that ends with....
If is old, bring it back to life very slowly a variac and a 15 kV nst with a suitable rectifier will charge it up 21 kV
