The worst case I ever saw was some vial septa (OK. I know most of you won't know what that means- just wait). They were in a small plastic box wrapped in bubble wrap, in a cardboard box padded with paper and then in another cardboard box for good measure.
Vial septa are the little rubbery things used to seal small bottles. They are made of silicone rubber. You could put them in a bag and drive a truck over them ; it would not do them any harm.
