Sounds like a voltage multiplier

I've manage to get some small flyback transformer, perhaps it's suitable for this project.

not very impressive arc, but still hot enough to light up a piece of paper i think..

use a lithium polymer battery, these can deliver amps at voltage of 3,6 volt/cell and are rechargeable.

Accessory tips could be marketed that converts the lighter into defibulator to be used by heavy smokers with chronic hear disease.

I like this! Problem and solution all in one. It's like an episode of your favorite sitcom.

IIRC, stun guns (ie, tasers without the spikes that shoot out and impale people) are just SMPSs connected to a 9v battery.

Yes, I was thinking of the hand held 'cattle prod' variety of Taser. You'd have some difficulty explaining why your cigarette lighter needs a range of 10 feet!

(Tasers charge a capacitor to high voltage using a smps similar to a camera flash gun circuit, and discharge it rapidly via a spark gap into the primary of a transformer, from what I've read).

If instead of a wick there was an insulated (from the rest of the lighter) metal ring about the diameter
of a cigarette filter that just formed corona around that ring it would be awesome!!! They make little chargers for the iphone
to refill your battery when you aren't near a normal charger, i had one that stopped working. When i opened it there was a usb
charging circuit and a lithium ion battery pack about the size of the main body of a zippo, AND about half as thick! Hmmmm..
I bet one of the guys from the smallest coil forum is fiendishly constructing one of these right now cheesey
