Absolutely. I've never personally *seen* anyone's hair standing on end mostly because my chase partners mostly have short hair, as do I, but you can feel it just prior to a close strike. Two or three times I've felt a tickling on my arm hair as the field around me varied.
I've never seen St. Elmo's fire except in aircraft, but I had one particularly close strike that's audible on one of the videos on that website I linked to. I have a 12' HF whip style antenna on my car, and just before it struck, I could hear a crackling sound from the top of the antenna. I was actually sitting in the car with my head and arms out the window, and the bolt struck a telephone pole about 100' behind me.
I've also caught a few 'leaders' on video just prior to a strike. I'd really like to catch a one in a still image eventually.
