Be sure to get a recording of the event as it takes place! Tampering with the mail is a Federal Offense, and you could end this problem real fast with evidence.

If you're mail is being tampered with, contact your local post office IMMEDIATELY and talk to the Postmaster General there. Tampering with US Mail is a FEDERAL OFFENSE.
Don't complain about it here. Talk to your post office.

As stated in the original post, "She has contacted the mail people, and only on one occasion could they explain this strange phenomenon. In that case, they received the mail torn opened, and they repackaged it with a notice explaining what had happened, and sorry for the inconvenience.".
I can't really expect them to know what to do about it getting stolen, but perhaps someone working for them is unhappy with their life, so they decide to take a little piece from 10's or hundreds of other peoples to make up for it.

An easier experiment might just be to head on over to Best Buy or similar, and pick up an empty box for a nice, new, big LCD TV, preferably one that is clearly marked. Weight it down with some rocks or something so it has an appropriate heft, and tape it closed so it looks unopened. Leave it on the porch and see what happens. Preferably, leave a video camera or webcam discreetly pointed at it.
If you're not sure where the damage is coming from, try taking your mail directly from your letter carrier on some random days, and see if you get any that are already ripped open. They usually come by at about the same time every day, so it shouldn't be too tough to spare a little time for this investigation. Anything that's already ripped open when the post office gets it should be clearly marked as such. They'll put it in a clear plastic bag indicating the item was already damaged when they got it. If you get mail from the USPS that is damaged and not marked as such, something is amiss.
I would probably avoid doing something nasty, like packaging up ink or buzzers, if only because he will know who did it. Suppose this person is violent and thinks you're going to send him to prison. Are you really ready if he decides to swing by your house with a gun to settle the score? Not worth it.

Or better yet, go to the post office and tell them to hold the mail for a week.
Then go to the post office and get your mail in person and see if you see the same thing. If not, then its probably in the delivery process where its occuring.

To answer your post more directly, no, I have never had mail arrive opened. Worst that happens to me is I don't get mail for a few days then get a bunch at once, some postmarked such that it should have arrived earlier. It's annoying to think that the letter carrier might be skipping me from time to time to save effort or whatever, but it's nothing I can prove, and I'm not worked up enough to complain about it.
My only real gripe is that I just set up mail forwarding to start the day I move, but I went to check my mail yesterday to discover my box has already been marked "vacant." Hardly on the scale of mail tampering.

My poor landlord claims to get mail about three times a day. Once from the delivery man, and usually twice more from neighbors that got his mail. He's been to the local post office and complained several times to the Postmaster General, but the occurrences still happen.
Worst is when he reached into his wallet one day and noticed a credit card was about to expire. He called and asked why a new one wasn't sent. They said they mailed one out many, many weeks ago. He never got it. He went through the trouble of cancelling it and getting a re-issue.
