Two words: Second Breakdown. Even MOSFETs suffer from it, don't believe the literature from the dawn of the MOSFET age. If you didn't know this, I'd suggest cracking some books before taking on a project like this.
Three more words: Use Tubes Instead 20 807s in parallel should do it.

IkV at 1A is a lot of juice, Borderline - if it was me doing it, I'd go for a beefy transformer, but don't expect any change from a few hundred dollars for your kilowatt lump of iron and copper, if you decide to go that way.

Instead of a controlled charge, why not a controlled discharge? You can charge the capacitor to 1kv using any old supply and then use some sort of data logging to monitor the voltage of the capacitor while discharging through a known resistance. You should be able to calculate any deviation in capacitance through the shape of the curve. Much easier to do than a 1A 1KV constant current supply.
