The TL494 have a built in 5% dead time that you can not exceed, so you will never be able to achieve 100% duty cycle, and when you say 55%, well that is pretty close to a inverted 45% maximum obtainable duty cycle with a TL494 in push-pull.
So I think you are just looking at a inverted signal of what you expect to see.
Use a 7414 to invert the signal if that is needed for whatever you are driving.
