You could try several different parallel or serial arrangements for the best way, but in my opinion 22A is a good value for short runs, and normally HV-sources like this are not used over a long time

Thanks for the help everyone. I finally solved the ballasting issues. With 3 shorted mot's the current is limited to about 9 amps from the wall. I left it running for about 30 minutes at this level with no noticeable heating or problems. This thing is pretty crazy. The tip of the high voltage wire puts out noticeable corona into the open air even without anything near it. My 15kv NST's just emit a dim purple glow from any sharp points. Here's a video showing it running at 23 amps vs 9 amps.
