Peltier voltages? Is there a 'max'

In short, I need more amps. most people will say the popular, car battery. I know some people manage to run peltiers at the right levels, put a coin on it, and fully frost the whole thing with good 2-4mm thick sheet of frost.

That's not exactly hard to do, it just needs a cold side temperature below 0'C.

Try a bigger heatsink on the hot side, or cool the hot side with water or the like. If you can get the hot side 5 degrees cooler, it'll get the cold side 5 degrees cooler too, for the same driving power.

I remember getting stuff to frost up with about 12V at 7A, when I played with a peltier assembly from a laser rangefinder. It had six TECs sandwiched between the laser rod mount, and a bunch of copper heatsinks cooled by a fan.

Also, you are using DC, right? I noticed you said "transformer", not power supply. If you run a peltier off AC, both sides get hot. Peltiers need DC and they work better the smoother the DC is: they don't like ripple because it raises the RMS-to-average ratio, hence more I2R heating for the same heat pumping power.

Yes im using DC. Transformer==Diode bridge==heatsink. I can try to maybe connect it to a heatsink and dip the fins in ice water.. See what goes from there...

Well, try adding a big electrolytic smoothing capacitor in there, something like 10,000 or 22,000uF. It should make the TEC cool better, for the reason I just explained.
