Honestly, I dont believe there are very many ways to interpret what was asked.
Also, there are definitely sub-optimal break rates you could run your system at. So technically yes, you could run at any break rate you desire, but your coil's performance would be affected. Especially if its a sgtc.

I ran a 2MHz coil that was 266 turns of 26AWG PVC coated wire. It worked with only 2 or 3W being pumped into it with a 12kV camera flash multiplier at a very low break rate (2-3 Hz). However, it was hard to tune, and, of course, output was only .5-1 inch of corona, and occasionally a streamer or two.

I don't remember saying no. Infact, getting streamers out of a 2MHz coil with a couple Hz Breakrate sounds pretty decent to me. Andyman also seems to have had success with a 2-3MHz 3 coil magnifier. Besides, you could always just try it! :)

Have you seen Richie Burnett's Class E solid state tesla coil driver? He has one working at 4MHz with plans. He used a toilet paper tube and wire wrapping wire IIRC.
I have looked through ritchie's site but I'm still fairly new at this so asking questions to get me going seems like the best route. Im tinkering with a pre-made board that does 350khz or so now, but that board won't handle the frequency in the mhz ranges that I'm after.
