Maybe the feedback process could be implemented in a way so only members with a lot of posts can vote for the new members' posts?
Lets say you could vote for the first 10 posts of a new member, and after a predetermined number of votes for that member, the system would allow him to post more if the overall rating is positive, or don't allow him to post more if the overall rating is negative.

I think another problem with the rating system is someone new who is quite talented in one area (say chemistry) is trying to expand their knowledge and enjoyment of the sciences into other areas (general electronics.) Their initial posts are seen as substandard by most in the electronics forum, they receive negative feedback, and are now restricted in what they can post.
In effect, you have potentially squandered a valuable resource. Peronally, I think the status-quo should remain. The members here don't "flame" others as I have seen on other forums, but they make disappointment in some threads clearly known. Those on the receiving end tend to shy away from posting for some time, but they do return, usually after doing more research on their own. There will always be exceptions to the rule, and people will always find a way around the system.
Another aspect of the proposed changes is enforcement. This could turn into full-time "police duty" for the mods and admins. Would their time be better spent enforcing the new rules or contributing to the knowledge base?

Why not leave things open as they currently are, but allow for current members to send ban requests to the mod team if someone turns out to be an ass. After X members have complained we could send a warning, and after another X we could have the mod team decide on whether they deserve to be banned or not. The system could be largely automated to handle the first few complaints, ie just send an automated response to the person in question. With a human mod team controlling the actual banning, we could ensure the complaints aren't ungrounded. Of course the system will be quite subjective, but it's only our subjective opinion of other members that matters anyway. Hell, we could even have a voting system instead of the mod team to make it more democratic.

I think that there is a point left unanswered though. Half the reason why we all treat noobs the way we do, is because it seems like they want us to do their homework for them, etc without them doing some of the research themselves.... I think that we should promote and support (ie: contribute) to the HVWiki and IRC channel so anyone with questions can be directed to whichever seems most applicable.
This forum is fairly friendly without the flaming, but we still talk about eliteist ban voting systems when we should instead focus on making the community better....

Honestly... if you need to filter out those newbish posts that badly, then god knows how you get along with people in real life.
4HV does not have a problem with spammers... or trolls, or anything else like that. If a post comes along that does not follow the guidelines of "read before you ask," then IGNORE IT. Just let it go. Go back to building your desktop coil, and wait for an interesting post to come along.
Forums should not be exclusive, they should be open. If I see a post by an idiot, I ignore it. They'll pick up that this isn't a google for tesla coil tips. If I see a post by an idiot, and it seems like the idiot did as much as they can to try and figure out their problem, I help them.
What a conceded thought to have a freaking test to post here. I give you all the benefit of the doubt, that in reality everyone here is nice and friendly, and just want to help, so please don't tarnish that image with a self-righteous, unnecessary system of exclusion.

The main issue for public sites in general is bad manners, and these cannot be tested readily in advance, only seen in action as they develop.
As for technical tests, every one of us knew nothing once, so I would have thought that keenness, and scientific curiousity, were the qualities to look for in new members, or we risk killing off the hobby by starving it of fresh blood.
If there were to be any test at all, I would vote for a 'safety with high voltages' test, and another on EMI/RFI reduction.

I also disagree with a test and testing phase. Things seem to flow just fine without them. I at one time was new to electronics AND writing on the internet. I didnt know what was "newbish" or not, but quickly learned. (People are so willing to let you know that you are a newb, and that they are not). If someone pops up talking about electrocuting rats with a laser, then we will let them know that is not tolerated. If they disrespect the warning, block them. The mods here seem to do an excelent job at "sheltering" us from the idiots out there. I say, let them do what they do well at. Some people may find this site from googling their project, stop in to ask some Q's, and either leave or stick around and contribute. If they are hampered in the beginning, they will just quickly re-google and be on their way. (speed googling? Forum hopping?). We seem to have a good bit of "stick" here. Matt
