Get some resistors that have a higher power dissipation rating. There is aprox 1kV across the gap for every mm that it jumps (not drawn out to). Here is a site with a table of voltage compared to striking distance. If you got shocked across two fingers I would think that you would get burned and it would hurt really badly because there is a lot of current. I don't know how much current there is but it's pretty dangerous. That's why we use a chicken stick (insulated rod) to reduce the likelihood of getting hurt.

Yes, those resistors dissipate PLENTY of heat. I have some very large resistors, at least 100watts i would imagine, on my zvs and they dissipate more heat than the mosfets. What i would suggest is some large resistors, even if they are low wattage rating, to provide larger surface area. What does the resistor you are using look like? Three watts sound way too small, so it is quite easy to imagine they get hot. If they have any flat surface, get some metal strapping(does not have to be metal) or strips or even a metal plate, and a heatsink or plate of metal, and clamp the resistor to the heatsink or plate.
If you got shocked across your whole body, you would be quite sorry. Depending on what power you are using, death has a large chance. You can never rely on the insulation of the flyback wire to keep you safe. Relying on a mm or so of plastic to keep you from death is not smart. I learned this the hard way. I have been shocked in some crazy ways, and it is never fun. It hurts MUCH worse than a tazer depending on wattage, because you feel it for a very long time.
Across one finger, hurts like hell and it could still kill you. Even if this is unlikely, is it something you would take a chance on?
