I tend to favor radio related activities, perhaps not surprisingly. A good crystal radio can be great fun, and with digital transmitting modes on the rise, we might be seeing the last generation that will get a chance to use them. From there, it's a short hop to a direct conversion receiver, or something more complex. I'm not sure about Canadian regulations, but in the US at least, very low power AM and FM broadcasting are legal, and practical: I've seen many iPod transmitters kicking around, meant to interface car stereos wirelessly. Some might like the idea of running a small radio station that can cover a single residence hall.
Simple microcontroller stuff isn't too hard. PICs are cheap, can be sampled, and need only a fistful of components to start working. However, it's probably something to work up to, since the act of programming them can be a little intimidating at first.
Clocks are a great choice, IMO, and nothing says "geek" like a binary LED clock.

It wouldn't be *that* hard of a feat to breadboard some 74lsxx series logic IC's plus a crystal clock to give a analog display. As for practicality, a small FM transmitter *would* be a good useful project with next to zero risk involved except for burning yourself with a soldering iron after breadboarding.
