The electric field required to cause the breakdown is partly caused by electric charge on the ground. Therefore removing the ground, and the charge on it, would probably make the breakdown fizzle out in mid-air.

Actually those cloud to cloud finger leaders (like in the beginning in slow motion) really don't move that fast. Even without slow motion, you can see these moving "relatively" slowly across the sky, typically above you.
That being said, i don't believe its that slow motion.

Well, the source given above by Dave says:
"the leader propagates towards the ground in a series of luminous steps of about 1 microsecond (1*10 -6) in duration and 50 to 100 meters in length, with a pause between steps of about 50 microseconds."
And it seems you can make out many of the steps, so hes probably getting frame periods on the order of 100uS, or about 10k fps would be my guess. At worst id guess it was 1k fps. Way better than your home cam corder, thats for sure :P.
That guy has some other really cool videos that highlight some interesting effects.
