A diesel engine is fairly efficient as it is, with these alleged improvements we are approaching and exceeding 100% efficiency if we assume that the design of the vehicles is average.
Extraordinary claims demand extraordinary evidence and in this case there is a complete lack of reliable evidence to back up the claims. So unless someone can do some proper controlled experiments this thread has no future.

does this result in excess H2S? if it is meant to burn up unignited fuel, the oxygen introduced will react with that, and i already know there are sulfur issues with diesel

Just beware of the fact that regular Steel becomes brittle when it comes into contact with HHO. So you will need to replace wear rings in the engine with stainless steel ones or you'll risk cracking your engine casing =) .
