the powerplants are interested in a powerfactor of 1, since that will be the optimal load conditions on the power distribution lines, because we pay our power by the watts and not that VAr. Its only a disadvantage to the powerplants and therefor they require powerfactor correction to minimize the stress on the distribution network.

In Denmark it is required to balance the PF to between 0.9 - 1 in the industry, no rules of this kind applies to households as the amount of installations causing this problem is pretty low.

Inductive is better of course because the "power" it sees is only apparent, so it does not turn into heat.
If you have a big >500W mains transformer, you can modify that to make an inductive ballast and adjust the inductance by varying a gap in the core.

The water resistor might work for your first tries, just fill a bucket with water and dip two big metal plates into it. Then add salt until you get the desired resistance.

I think this is getting a bit OT, you should post in a more apropriate thread (such as Resonant MOT arcs).
For basic resonance, you need 2 caps per MOT, or 4 caps with 2 MOTs.
However, if you have an adjustable inductive ballast, you can get resonance with just 2 (seriesed) caps and 2 MOTs if you set up your ballast properly, but the arcs will not be as big as with 4 caps of course.
