Transformers like that actually exist in the strange world of high end audio. Electrostatic speakers (about $10.000 a pop) require insanely high voltages to be driven, and they use output transformer that step the 30V or so from an audio amp up to about 3000V. Pretty much any transformer would do though, all the old tube audio gear used transformers to match the high impedance tubes to low impedance speakers, and most of the time they just used the same laminations as the power transformers. Some clever winding to minimize stray capacitance does help though.
