If you want the cheapest capacitors there is always homemade saltwater caps. They are a pretty poor choice but very cost effective. MMC's are the best choice for Tesla applications. I found that by placing 20-30Mohm resistors over the caps protect the caps pretty well. I made a bank of MMC's rated at 12kVDC at 0,1uF with only 24 caps! (6x4). I had my coil running about an hour feeding the coil with voltages between 8kV and 9kV without any problems.

I just need a good source of good capacitors to make an mmc out of. Today i am going to go look at polyethylene sheets in hopes that i can make a good capacitor with that. Bob golding gave me an offer i cant refuse,but i cannot make 100 buck fast so i would probably buy something else with the money...

In case you plan to make your own caps you can try this . The protocol is for 60KV rated cap, but you can decrease the amount of PP sheets to get higher capacitance and lower volatge rating...

Hey bro, look at these.
Those are pretty darn cheap, and the only real expensive part is the mineral oil at like $13.00 bux a gallon.
I bought my mineral oil from Walgreen's for slightly more, but I didn't want to wait for it to come in the mail, oddly enough, I got the cups and foil there too. If you can rig up a vacuum pump, it takes the bubbles out lickety-split. The caps are pretty near bulletproof and easy to make. The guy that made em made em sloppy just to see what they'd do, and they worked like a charm for him.
When I made 'em, I took my time and actually sucked out the bubbles. I also put them in PVC pipe instead of a beef jerky container. They work, are cheap, and will do till you can get the good stuff.
