An oscillator's purpose in life is to take boring old DC current and change it into AC. Once something is AC, you can use that to switch a MOSFET, to step up or step down voltage of your choosing. It is the basic principle behind almost all SMPS topologies.
Different oscillators using different components allow for versatility. Simplicity and efficiency are things that come to mind when choosing an oscillator.
