I was going to say, strip it down to just PSU, MB and CPU and see what POST code(s) it gives you when you try to power it up. But it may be the "crap" between the CPU and heatsink was the thermal paste, and if it was a Pentium II proc it may now be smoked in its own heat. The original ones ran notoriously hot, and a 200MHz CPU is probably either a last run Penium or first run Penium II. From what I remember (486s were the first systems I did tech support on) if the paste was applied wrong, or left off, some Pentiums and most early Pentium IIs would just cook themselves to death in a matter of minutes to hours.
On a side/slightly-related note, the first time I saw the guts of a (brand new) Pentium II system my first comment was "Oh my GOD! You can cook a PopTart on that thing!" (referring, of course, to the heatsink).

i hope not! it was an AMD processor, and the "crap" looked a lot like the compacted dust near the CPU. also, there was some kind of weird pad on the heatsink that looked kind of like the crappy heat pad M$ used on the original Xbox 360 CPU and GPU. they fixed it because it was causing problems. i haven't ran the computer for minutes since it won't POST. speaking of cooking on heatsinks, there is a video of someone frying an egg on a 360 heatsink. not that that had anything to do with anything!
