You could make a small hole in the pot to make it so it wasn't a vacuum. I don't think there would be any internal arcing because the wavelength at that frequency won't make that much difference potential. maybe?

According to your picture both pots are connected to each other, meaning it's one pot to the electrons. Obviously the shortest path to ground is directly from the surface, and not through a vacuum and then the surface. There should be no potential difference within the pot itself, therefor no x-rays.
