To get the most surface area and the least amount of corrosion, I recommend using sodium or potassium hydroxide dissolved in distilled water, and for electrodes I hear that stainless steel pot scrubbers are about as good as it gets. I've seen these pot scrubbers at Walmart before, and if you want to go one step further, McMaster Carr has 316 stainless steel wool pads available in different grades.

As i said before, carbon gives co2. I ended up using some metal plates i found at home depot in sodium hydroxide, all in 3in PVC. A bubbler was made with 3/4in PVC. I also did the poor mans arrestor (loop of tube with water) and 2 arrestors. I did that after having one blow up and give me chemical burns around my eye =p

oxygen forms on the carbon rod, and combines with some of it. Someone told me this, i think it is true because that gas burning is way less powerfull then of of metal plates.

RP - I wonder if this is similar to the electric CO2 generators you can get for aquariums, they use a carbon block and stainless steel holders in the water, so makes sense that O2 combined with carbon can produce CO2. For the record though those CO2 generators for aquariums are a waste of money and much better to set up a pressurized gas tank.
