So it's not the _glass_ that's the issue, but moisture build up on the glass that conducts. I must make my leiden jar glass hydrophobic, as most plastics already are. Spraying with clear coat will probably do me well enough, I suspect. If that doesn't work, then I'll switch to paraffin wax and such. Or just acrylic.
Edit: how about wax paper for a dielectric, wrapped around a tin can, with foil about that?

Hmm. I've never used wax paper before, but I've made something like what you've described:
1) Empty a soda can. (or get one) 2)cover entire soda can EXCEPT the bottom with 1-2 layers of duct tape (for some reason electrical just doesn't work here) 3) apply Al foil on duct tape, leaving 1/2-1" clearance between foil and edge of duct tape.
the bottom of the can is the inside terminal, the outside foil is the other. worked great for jokes. charge w/ a generator, toss to friend. (want a soda?) lol.
