I guess. However it will need a certain amount of control circuitry. I used two back-to-back SCRs in the AC line to my DRSSTC, controlled by a phase angle firing circuit (same idea as a lamp dimmer). This allowed a soft start and also let the DC bus voltage be varied without a variac, which was great for a portable demo coil. A pair of TO-220 SCRs worked fine and handled the full 1-2kW at 240V.
If you don't want something this complex, I guess you could charge the capacitors through a large power resistor, and then have the SCR short out the resistor once the caps are full. I've done this with large stereo amps that have big transformers and smoothing caps, except using a relay instead of a SCR.
I don't quite get what the startup circuit you linked to is doing, but I doubt it would be any good for a DRSSTC. The MOSFET would probably blow out, since during the start it has to absorb about half as much energy as the capacitor bank will store when full.

I wasn't going to make a soft start type circuit with the SCR, but I figured it could handle a couple hundred more amps for a short period of time while the capacitors charge a lot better than a normal rocker switch or relay could. When i wanted the coil on, i would just put +5V through a resistor to both gates on my SCR module.
