I would say that coming from a ballast, this core is inherenlty and inductor core, not a transformer core. Due to the gap you can probably put lot's of DC through it without saturating it, but the energy stored in the gap will limit it's usefulness as a transformer core.

Yeah, it looks like it's going to be a problem :/
If you can't find the piece you'l have to improvise with laminated steel, but you'l definitely have to fill the gap somehow.

I wish i had taken a photo of it before i took the wire off but it _was_ beign used as a transformer as well as being a ballast. It has a 120v output (into a cap and then the lamp) a 120v in, 240v in and 347v in. I still may have use for it as a ballast for my tesla, I will probably see how much current the old windings draw on their own.

Shunts and airgap were probably used to limit the lamp current.
Maybe you could rewind it for a Tc, and transformer could ct as a (too)good ballast itself, and with lots of leakage inductance you may end with much less power in the end than this core is capable off
You can later fill the airgap with something if coupling turns to be really low.

I don't think that core would make a good HV transformer anyway. There really isn't enough room for HV windings in there. I wouldn't go above 2kv even if you could fit more turns due to the lack of space. It would however make an ok ballast for a small mot stack or maybe a paper weight. Assuming there was enough space for the windings I would make a 110 to 220 step up transformer or an isolation transformer. I can't tell you how many times I needed 220VAC instead of 110.
