It is common for people on ebay to save on fees by not paying for an auction+buy it now, but just paying for the auction and then ending the auction for anyone that is willing to shell out the $$$ for the bin price. Judging by the fact that the auction had a $1250 bin in the listing, I am pretty sure what happened.

400W isn't actually too much for today's PC's, and PS3, with it's graphic and speed capabilities is in ballpark. Here I have an old, p1 server with 350W supply, 2x larger than noraml ATX, with active PFC and ability to give 50amps at 5V line O_O But I'l rather open another thread if anyone is interested.
Regarding loudness, it's not necessay. Thing may have a lot of fans but if they aren't trash quality the worst that can happen is that it sounds just like a normal PC.

I did a test a few years ago now, of power consumption over time for booting up a pretty bog-standard sempron 2300 system, and running the cpu up to 100%. I was quite impressed by how low it actually was:
