I believe a large surface area of corona discharge is the most efficient way of generating ozone. Two sheets of wire mesh spaced close together with a high voltage between them ought to do it. I've sometimes seen a piece of glass sandwiched between them to enhance the electric field still further.

Is there a optimum way to make ozone.
If you check wikipedia, you'll see lots of ways to make ozone listed. The most efficient is apparently a silent corona discharge, sheet of glass or test-tube between two electrodes, when fed with pure oxygen, but it's not supposed to work all that well for air (I wonder what it would do with 5 bar air, so 1 bar oxygen and 4 bar nitrogen, on the basis that the amateur can come by that more easily than pure oxygen (unless you know a relative with COPD (relax for a moment Grandma and give me the tube) or a gas welder)).
An arc on the other hand will work well in air, but it also produces various NOx products, which your application may or may not be able to tolerate.

you could easily buy one but thats not really in the spirit of the board!
You want to create a dielectric barrier discharge : Glass plate with foil one side and a meander wire the other side, or glass tube with foil outside and wire inside. I suggest tube as you want to capture the ozone. More volts= better, higher frequency = better.
My plasma cleaner project used dielectric barrier discharge to make ozone and other reactive ions at low pressure
Arc discharge mostly makes NO2 - due to heating the air to stupid temperatures. I made an arc "jet" once, supplied by an air compressor and powered by a NST - made the air in a very large room unbreatheable in about 3 minutes.

You (most likely) need a large vacuum chamber. If you had a fairly strong lab pump, you may be able to fudge something with a large diameter (8"+) transparent tube from a place like U.S. - Plastics & Polymers. But like Steve said you'd need a large surface area in your generator. I once slammed together a very inexpensive Tesla Coil with the values quite out of line and I got so much I could smell it through out the area for some time.
