The closest thing to a TC in the 'commercial world' is an HF TIG welder. These presumably have CE certification and may be a good place to start when considering what's required.

You are not making a 'finished appliance' which will be 'commercially available' to an 'end user.'
You do not need a CE type approval.
European Safety and Health Legislation is concerned with safety at work. In your case, if you employed someone to work under you, or a person employed by someone else had to help you as part of their work, then EU health and safety regulations would apply.
Fire and noise regulations related to entertainment in public spaces such as cinemas and theatres will apply.
If your apparatus is connected to the 230V 50Hz mains electricity supply more regulations will apply than if you power it independently from your own generator or batteries.
Third party insurance to cover injury to other people and their property would be a good idea, and an event organiser might insist you have it, but it would not be an actual legal requirement.
If you do a Google search for European regulations dangerous electrical devices you will see that our regulators never consider the case of an apparatus made by a single individual for their own use. It is all about the manufacture and sale of products.
So what about EU electromagnetic interference regulations? The Electromagnetic Compatibility Regulations 2006
Equipment presented at trade fairs or similar events
14. (1) These Regulations do not apply to equipment which is not compliant with the requirements of these Regulations and which is displayed, demonstrated or presented at any trade fair, exhibition or similar event if a sign displayed visibly on or near the equipment clearly indicates that it—
(a)is not compliant with these Regulations; and
(b)cannot be placed on the market or put into service or both until it is made compliant with those requirements.
(2) Demonstration of equipment pursuant to paragraph (1) may only take place provided that adequate measures are taken to avoid electromagnetic disturbance.
This UK implementation of EU law is clearly framed to allow the exhibition of dangerous military equipment - one of the UK's big export earners - but is sufficiently vague to cover your case. Put your sign up and away you go!

Thanks for the answer. I talked the local CE company, they said it doesn't fall into this category, as it won't be showed at a trade fair, rather at a festival. But I thought it too, this is the way to make things easier, the only problem is with the hungarian authorities, they can be really big a**holes when it comes to papers. So it looks like this right now: I'll take all responsibility, make a full documentation of the coil inculding the low voltage controller side, make measurements (especially the EM field), and ask the hungarian electrotechnical association for an opinion. The whole project must be done before the end of june, so I think I'll be busy, if the company (they) accept these
