The simple, and reasonably efficient solution, which will also provide mains isloation (I think) is something like a 3.3kVA 240-110 site transformer like this one:

If you shop around you should find one for a few dollars/quid/euros, etc.

There must be a second-hand toolshop near you, maybe a market stall?

Every town has them.

EDIT: THIS IS ALSO THE SAFEST OPTION, AS IT GIVES MAINS ISOLATION (I THINK), AND 110v IS UNLIKELY TO BE LETHAL IF YOU MAKE A MISTAKE

None that is 'safe'

IE non-lethal if you make a mistake.(and 110V isn't completely safe)

I use gloves. :). A coward stick. That's it's new name. And i never work on circuits with power going through them. Plus i usually use really well insulated pliers. And the thing will be mounted on a pcb. So i know about safety. And a 1000 pound piece of metal (Joke) isn't exactly practical for a pcb

Well neither is a variac, or a 3kw resistor. Maybe a smps, but the inductor would still be large to handle that power. There is no pcb mount option at this level, you need to decide on a safe, efficient solution: a transformer or a smps. We've given you all the practical options, the rest is up to you.

So not even a buck converter would work. And none of those solutions would be practical for me. I'm not willing to spend lots of money. But if i think about it for a moment. Designing a 100:50 ratio transformer could be that hard?
