It is possible to get more voltage than the core saturation limit, by series resonating the secondary leakage inductance. I think you need a low impedance on the primary to do this though, at least at the resonant frequency. If you were supplying it through a ballast, the series resonance should have been damped.

Steve, I think the leakage indutance of a PT is so small that the resonant circuit would have a negligible "Q"-factor...
On the other hand, in high-leakage transformers where the primary and secondary windings are separate on the core, this leakage-resonance trick is not possible because at least a part of the core which is directly under the secondary winding will saturate and limit the voltage anyway.

I have worked 20+years in a winding workshop.

For motors and tranfomers cclass B winding you may use Taxil, and can free the wiring... you may save and reuse the coppewirer and iron core.
Taxil is a kind ot paint off, caustic soda NaOH


BUT for epoxi, noway, use chisel or make a wood fire.... Then you can reuse the iron core.
