In your drawing, it's unclear where is the reference node for the stated potential-difference values. Can you show a circuit including a voltage source with two terminals?
As for voltage dividers, the only labeled nodes are "68 kV", "34 kV", and "100 kV" in that order along a pair of 1M resistors. What are the bias current directions? Is there more than one unseen voltage source?

Yeah the resistors values wasn't worked out fully, but would the idea of having multiable wires wrapped around each other with low voltages further out work.
Instadeath on contact comes to mind, as well as burns, fire, and electrocution. Not to mention ozone poisoning from the discharges and all. Completely safe, really.

You never stated the energy levels of those high voltages. I don't know what your jurisdiction is, but there are laws about where and how high voltage gear is installed, and who may work on it.
The term 'qualified worker' is defined as one skilled in and trained in the hazards of an occupation.
See if this document is on line for making and refilling high voltage resistors.
