It looks (though I could be wrong, legal disclaimer!) like he's swinging on the return current conductor they use for keeping ground currents out of phone lines and the like. It's bonded to the rails about every quarter mile and more or less at ground potential. So he's either not so stupid, or doubly lucky, to grab hold of the only wire up there that doesn't have high voltage on it.
Now if he had been swinging on one of the actual 25kV trolley wires, then I'd be impressed. Assuming he never got fried with 25kV at a few hundred amps by trying to climb onto the wire from a grounded bridge, he'd probably be fine until he got hit by the London to Glasgow Virgin Express at 125mph

Well even if the line was active as long as you don't go near a grounded object you would be fine. From what I know when hydro workers are working on the power lines they tie them selves to the line potential. I theory if you jumped onto the line and jumped off without getting too close to ground you should be ok. I still wouldn't try it though or advise someone else to try it.

From the look of that picture he is at a much bigger risk from falling and hurting himself than from the electricity. The charge needed to bring an isolated person up to a few tens of KV is trivial. What I'm much more concerned about is that cable might be at 5KV even though the power is off.
