Also remember that the dielectric strength requirement around your 80 kV system is not the same as (voltage difference)/(distance bertween conductors). That formula is valid for parallel plate capacitors, but doesn't account for the concentration of the E-field at any convex conductor surface. Especially at sharp edges, no matter what the dielectric -- Patrick can tell you more. The standard maximum E-field in air is about 30 kV/cm (75 kV/inch).
I bet that 110 kV/mm value for transformer oil is a misprint in that 6-page linked document.
How about making an oil tester, like the one pictured below from b2hv? That one is designed to be plumbed into an oil hose. Note the polished large-radius electrodes, in accordance with ASTM dielectric oil test standards.
