I think the government's point is:
We don't want to tie up, or put at risk, emergency personnel and equipment on unnecessary rescue calls.
If you get stuck, better be prepared to get yourself to shelter, or wait in your car for a couple of days. We will dismiss your call to 911. Just kidding. We won't let you freeze to death, or lose most of your toes to frostbite. But you had better have a good enough reason to be out there. Or else our spokesman will say on TV news that you are not a storm victim, you are a culprit and a dumbass.
