It is a diagonal half-bridge forward converter.
The transformer only supplies power to the load on one polarity. When the IGBTs turn off, the output diode also stops conducting, and the transformer's magnetising current returns to the DC bus through D1 and D2. Essentially the transformer generates the other half cycle of the AC waveform itself. The maximum duty cycle is 50%.
Quite a popular topology for medium powered SMPS. Not nearly as good as a full bridge converter, but cheaper to build.

these are great IGBTs, i have many, they are good for all kinds of power switching circuits!
really, AC and DC varies on the rod type, ill post my pic of my class notes, but 7024, 6013, 7018 and 6010 (in america, west coast) are all used for different purposes (posistion, strength, freeze, depth), and require the right polarity and all...
ive never seen aluminum SMAW'ed, just TIG'ed and MIG'ed, as aluminum is a "hot-short" metal.
