I would very strongly recommend that you DO NOT MAKE A GUIDED MISSILE, or even talk about it. I don't want to preach too much, but I was delayed about 2 hours and wasn't even guaranteed a seat on my plane home because a 10 year old kid though he would be funny and yell that he had a stick of dynamite strapped to his leg Until recently we were not allowed to buy the APCP that we use to launch them with (now it is sorta a grey zone) because a senator in Texas though that the the model rockets looked enough like missiles (well most of them are scale models...) to be used as scare weapons. Just don't do it.
But to get things back on topic... I am an avid rocketeer, I myself am not certified but my dad is certified level 2 (for those of you that don't know, Tripoli regulates how big of a motor you can buy; no cert gets you up to 62g of apcp, level 1 gets you about .5lb, level 2 gets you about 2 lbs, and level three gets you like 100lbs (all are per motor, but you can have as many motors as you want) and they get harder and harder to get each level up) I have 3 high power rockets....
The smallest is my dad's... It was bought from Public Missiles Inc. (.com) as a kit which he built and certified on. We have flown it on as large as a cesaroni pro-38 I-566 with about 500n/s of thrust launching it over a mile into the sky.
The heaviest is all mine, I got it as a kit from PML for my birthday (which was also the day my dad certified his rocket) a PML Amram 4 -- the 4 standing for the diameter in inches It as about 7' tall now (I lengthened it to allow for a 2 stage recovery and a 3' long hybrid) and it is up to about 15lbs take off weight. It has a 2" by 36" motor mount into which I put a 1kn/s motor running off PVC and N2O (liquid) It is a hypertek 54mm with the 800cc N2O tank and it gets it to about 3kft agl. To get it back down safely it has a 2 stage parachute recovery system, a 'small' (18") drogue 'chute that deploys at apogee, then a large one (~4' in diameter) one deploys at 800' agl (there is an altimiter in it).
The tallest is 'my little brother's'--he got the tube/fins/nose cone for christmas, I designed it in RocSim, and then he/my dad built it. I have been trying to make it work ever since (still having problems getting those damn 'chutes out). It is a hare over 8' tall, 1.5" in diameter (long skinny beast) and has been running off the same motor we launched my dad's off of; but we have another hybrid to put in it as soon as we get reliable 'chutes (the motor already blew up once, we want the rest of the rocket working before we try it out again).

Not to worry -- guidance for solid fuel stuff is not practical for most hobbyists. UAV are harder to spot, easier to control, and can be purchased anyplace. Irrational legislation is only a placebo for rampant paranoia.
For the production motors sometimes chute packing and ejection charges are useless if the nose cone is jammed in too tight (a little sanding may cure the problem.) If it’s small enough you may want to look at using a streamer instead of a chute.
