If you have space, a pillar drill is surprisingly cheap (e.g. ) and with a 'pin-chuck' can be used to drill pcbs, as well as 'normal' use.
10-15mm wood using 100W sounds slow going, >500W better.
When you pay little you know what to expect, without good research you can spend a lot on similar quality, many old brand names no longer 'guarantee' quality. Checking opinions in various relevant forums before significant purchases reduces regrets. Heavy-duty grinding/cutting not my area.

As Steve pointed out above, expect the chuck on these cheap pillar drills to be 'eccentric'.
I have the 'big brother' of this one you linked to, and the chuck is a bit eccentric.
It is still usable. I generally only use it on the slowest speed for drilling stainless steel, and have used 'blacksmith bits' of over an inch in diameter in the 13mm chuck, with cutting paste. As long as you don't clamp the workpiece to the table, and just prevent the vice or whatever from spinning, it just 'moves around a bit'. (I hope I'm not encouraging 'unsafe practices' here, use you common sense)
I was always planning to invest in a more expensive chuck for it, but never got around to it, as it has never been a big problem. Also, I never established whether it was the chuck that was eccentric, or the morse taper, or both.
